On March 18, 1952, a baby boy was born in Muskogee, Oklahoma from the loving union of Andrew Cudjo and Mae Katherine Payne. He was named Otis Ray Payne, but was better known to family and friends as "Moe."

Otis grew up in Muskogee, where he attended Dunbar Elementary School, Sadler Jr. High and graduated from Muskogee High School with the Class of 1971.

Later in life, he met and married Pamela Teague Payne and their union produced four children. He then later met and married Jamesetta Denise Duncan and their union produced three children.


Otis time with us on Earth, ended suddenly on October 24, 2009 in Muskogee, Oklahoma. He was preceded in death by his grandmother, Lizzy Mae Payne, his mother, Mae Katherine Cole, his aunt, Marie Payne, and his son, Otis Ray Payne, Jr.


He leaves to cherish his memory; his spouse, Jamesetta Payne; his ex-wife, Pamela Teague Payne; his children, Demecio Payne, Muskogee, Mekeion Payne [Rickesha Morgan], Dallas, Texas, Quiana Payne [Shawn], Muskogee, Antonie Bradley, Oklahoma City, Shay'Quaina Payne, Oklahoma City, Marranesheia Payne [Kaleem]; 15 grandchildren; and a caravan of other relatives and friends who will forever miss his presence.


The Hour of Remembrance will commence on Saturday, October 31, 2009 at 11:00 A.M. in the most sacred sanctuary of Church Central. Pastor Guy Parrish, the gracious host, Pastor Steve Rucker, Eulogist and Apostle Lathon Archie, Officiant. Burial will follow in the Booker T. Washington Cemetery in Muskogee.
